I think that’s just what the coroner’s office has recovered/identified.  I have not heard a number bigger than 1200 *anywhere*, so with more than ahlf the estimated dead actually recorded and accounted for, I doubt these numbers would change much, percentage-wise, even if they DNA-tested each and every victim.
